Situational Threat Assessment and Reasonable Response
Peace and detention officers must quickly assess fluid situations, form balanced conclusions about potential threats, and react reasonably to resolve situations they face. Situational Threat Assessment and Reasonable Response, or STARR training, has been added to help TAC Risk Management Pool (TAC RMP) Law Enforcement Liability members achieve more favorable outcomes and avoid legal or liable consequences during unfriendly encounters.
STARR is an updated version of the former Response to Resistance (RRS) training TAC RMP has offered members since 2017. The new curriculum offered as both a stand-alone course or in conjunction with the weapons simulator system continues to provide scenario-based training to enhance officers’ critical thinking and decision-making skills provided with the RRS training. We now augment that training with pre-force resolution strategies and post-force control and care activities. De-escalation techniques, a critical part of conflict resolution, is a key component of this training.
Time management strategies and benefits are also emphasized. Because officers must remain engaged past the point of threat neutralization, the course is expanded to include focal points for resolving encounters with uncooperative and resistive subjects after force has been applied, including restraint, rendering aid, maintaining safety and recognition of situations requiring a duty to intercede.
