"There's an event organizer that holds quarterly festivals in our county. They've been great events this year for the public and economically for the county. We'd like to make things easier for them by only requiring them to apply for a permit once a year. Is that allowed?"

May a county judge issue a single mass gathering permit for multiple events?

No. The Attorney General Opinion No. GA-0582 (2007) says that the Health and Safety Code Chapter 751 does not authorize the county judge to issue a single permit to cover more than one event. For more information, see our publication Mass Gatherings and Outdoor Music Festivals.
