    "My employee accidentally dropped his cell phone into the thresher while at work. Needless to say, it didn't make it out in one piece. Can the county pay to replace his phone?"

    May the county expend public funds to replace private property?

    No. If the property was privately owned and not used for a public purpose, the expenditure would not be permissible. Texas Constitution Article 8, Section 3, also see AG Opinion No. GA-0076 (2003).
