U.S. Treasury Releases Interim Final Rule on ARPA Flexibility

The U.S. Treasury Department has released its Interim Final Rule governing the bipartisan State, Local, Tribal and Territorial Fiscal Recovery, Infrastructure and Disaster Relief Flexibility Act (known as the Cornyn-Padilla Amendment after U.S. Sens. John Cornyn of Texas and Alex Padilla of California). The measure allows counties to invest American Rescue Plan Act dollars with increased flexibly for new transportation and infrastructure projects, relief from natural disasters and eligible projects under the Community Development Block Grant program.

A Note From Our Partners at the National Association of Counties

The National Association of County Intergovernmental Relations Officials (NACIRO) is a professional association of intergovernmental relations officials and county advocates across the nation. As an affiliate of the National Association of Counties (NACo), we focus on shared national policy goals, excellence in government service and innovation in government service delivery.

We are a diverse group of county policy advisors who share insights on federal policy, network and engage with NACo to advance federal policies of importance to counties. NACIRO members represent county government in Washington, D.C., collaborating with national leaders to ensure federal policy benefits county governments. Beyond advocacy, NACIRO also serves as a forum for information exchange on federal, state and local government solutions to county challenges and a unique network that comes together to discuss similar challenges faced at the local level in states across the country.

As county staff or staff of a state association, you are eligible to join and enjoy the benefits of NACIRO membership. We host monthly meetings where we discuss issues affecting our counties, receiving updates from the White House, federal agencies and NACo's Government Affairs team. Additionally, NACIRO holds two in-person meetings at NACo's Legislative and Annual Conferences.
