    Reconnecting Communities Pilot (RCP) Discretionary Grant Program

    Reconnecting Communities Pilot Program grants are awarded on a competitive basis for projects which reconnect communities by removing, retrofitting or mitigating highways or other transportation facilities inhibiting connection, including mobility, access, or economic development. Funded by the Bipartisan Infrastructure Law, projects that will receive funding priority demonstrate the following: equity and justice, access, facility suitability, workforce development and economic opportunity, etc.  Eligible applicants: state or local units of government, metropolitan planning organizations, councils of government, and non-profit organizations. Facility owners proposed in the project and Community Planning Grant applicants in partnership with the facility owner can submit applications for Capital Construction Grants.

    Anticipated Total Awarded: $607 million – Planning Grants and Technical Assistance funding ($150 million- $50 million/year); Capital Construction Grants ($457 million)
