    "A ribbon cutting ceremony has been scheduled for a new restaurant in the county. Would we violate the Open Meetings Act if all members of the commissioners court attended?"

    Is it a violation of the Open Meetings Act if a quorum of the commissioners court is presented at a ribbon cutting ceremony?
