    "We recieved a complaint that someone in our county has a raw garbage pile on their property, and now neighbors are down in the dumps about a rodent infestation they're saying it's causing. The county offers trash service, can we make them use it?"

    Do citizens have to use the solid waste services provided in unincorporated areas of the county?

    Yes. A county may offer solid waste disposal service to persons in its territory and require the use of the service by those persons. Health and Safety Code §364.034
