    Does a county have to follow the competitive bidding requirement to hire a financial consultant?

    No. Section 262.024 of the Local Government Code exempts personal and professional services requiring advanced skills and consultants from the competitive bidding requirement. See our Basics of the County Purchasing Act and Competitive Bidding publication for more information.
