    Car half submerged in water "The County Purchasing Act can take a long time, and during a disaster declaration or emergency situations the county can't afford to waste any time. Are there exceptions to the Act for emergencies?"

    Must the county comply with the County Purchasing Act during an emergency?

    Tex. Local Gov't Code §262.024 contains a list of items that may be exempted from competitive bidding if the commissioners court by order grants the exemption, including for a public calamity and public health and safety.
