"Spring will soon be upon us, which means the start of severe storms. I got to thinking about what the commissioners court would do if our usual meeting place was unavaliable due to a disaster situation. What are our options?"

Where may the commissioners court meet if the posted location is unavailable due to an emergency?

The county may select an alternative meeting place within the county if the posted location is unavailable due to an emergency. Under the Local Government Code §81.005, the alternative meeting place may be an auxiliary courthouse, annex, or other county building that houses other courts or county administration offices within the city serving the county seat.
