Is the county required to prepare a written takings impact assessment before increasing the minimum lot size for on-site sewage facilities?

No, the county does not need to prepare a takings impact assessment. Government Code 2007.003(b)(11)(B) exempts on-site sewage facilities regulations from this requirement.
