    Help Lawmakers Understand Costs of Proposed Legislation

    Throughout the 89th Legislature, the Texas Association of Counties will assist the Legislative Budget Board (LBB) in its preparation of fiscal notes — written estimates of the costs, savings and revenue gains or losses associated with a bill or joint resolution. TAC relies on data and feedback from our members to provide the LBB with estimates of the fiscal impact of proposed bills on county finances. TAC’s legislative consultants and policy analysts will contact you to solicit your input, then assemble the collected data and provide it to the LBB. At the LBB’s discretion, this information may be used to populate the local government section of the fiscal note.

    TAC is currently collecting data from counties on the following bills.

    HB 1463 by Rep. Jones, V. – Relating to the manufacture, transportation, storage, and disposal of new and scrap tires; authorizing a fee.

    HB 3010 by Rep. Ashby – Relating to the establishment of the Rural Infrastructure Disaster Recovery Program.

    HB 3199 by Rep. Craddick – Relating to the requirement that certain ad valorem tax-related notices be delivered to a property owner by certified mail.

    TAC has previously provided data collected from counties on the following bills.

    HB 22 by Rep. Noble - Relating to the exemption from ad valorem taxation of intangible personal property.

    SB 76 by Sen. Hall - Relating to elimination of the countywide polling place program.

    SB 396 by Sen. Kolkhorst - Relating to confirmation of a voter’s residence by a voter registrar.
