More than 50 county officials from TAC's Core Legislative Group (CLG) logged on from all corners of the state for a virtual training session on legislative interim best practices. A panel of Capitol veterans shared advice on how to use the interim to prepare for effective engagement with the 89th Legislature, which convenes Jan. 14.

Parker County District Clerk Sharena Gilliland led off the discussion by sharing ideas on how to build connections with both new and returning legislators and members of their staff. Gilliland drew on her experience advocating on behalf of the County and District Clerks' Association, where she has played a critical role in advancing the association's legislative priorities. She stressed the importance of making a strong first impression and rallying key stakeholders to garner support for county initiatives.

The second speaker, Julie Young, director of the House Committee on County Affairs, shared lessons learned from her more than a decade of legislative experience. She emphasized the importance of attentiveness during the implementation phase when a bill becomes law. Young suggested county officials consider inviting legislators or staff to experience a day in the life of a county official. She also encouraged CLG members to contact committee staff with their suggestions for interim charges.

Finally, Denise Davis, a Capitol veteran with more than 20 years of experience, including roles as chief of staff to former House Speaker Joe Straus and House parliamentarian, provided a master class on navigating the complex political landscape. Davis offered compelling expert advice on how to engage with legislators across the political spectrum, highlighting effective methods to communicate with lawmakers on county-specific issues.

This first of several planned 2024 CLG training sessions will be complemented with additional sessions to help prepare county officials to effectively connect with the 89th Legislature. As we build on this discussion, we invite you to join us for additional enriching trainings like this one.
