    Economically Distressed Areas Program (EDAP), 2024-2025 EDAP Intended Use Plan 

    The Texas Water Development Board (TWDB) has opened the abridged application period for the Economically Distressed Areas Program (EDAP). The EDAP provides financial assistance for projects serving economically distressed areas where water or sewer services do not exist or systems do not meet minimum state standards. Note: EDAP funds may only be used for residential purposes and may not be used for future growth components. Ineligible purposes include service to multi-family, schools, commercial, industrial, governmental, and non-profits. To be eligible for EDAP financial assistance, entities must adopt and enforce Model Subdivision Rules for the regulation of subdivisions prior to submitting an abridged application. Projects must also be located in an economically distressed area that was established prior to June 1, 2005, and have a median household income not greater than 75 percent of the median state household income. Additional requirements for applying for financial assistance and further details regarding specific loan and grant eligibilities and the project prioritization system are available in the EDAP Intended Use Plan.
